Edit PARKHEAD CROSS TOWNSCAPE HERITAGE INITIATIVE (THI)

The Townscape Heritage Initiative for Parkhead Cross has been established to help regenerate the heart of this historic east end commercial centre, which is at the meeting of five main roads – Gallowgate, Duke Street, Tollcross Road, Westmuir Street and Springfield Road. It will act as a springboard for regeneration and investment and will help attract people and businesses back into this area of Glasgow.

The grant scheme, which is made up of contributions from the Heritage Lottery Fund, Glasgow City Council and Scottish Enterprise Glasgow, is available to all property owners within the area who wish to undertake high quality repair and restoration of buildings with architectural or group merit. Merit will usually be determined by the inclusion of the property on Historic Scotland's list of buildings of architectural significance or by the contribution the building plays to the character of the Outstanding Conservation Area by reason of its architectural quality, age and/or historic associations. Associated schemes of improvements to the public realm although largely assumed to be local authority driven will also be encouraged and may be eligible for support. Routine care and maintenance schemes are not eligible e.g. re-painting of external woodwork or pointing of masonry - unless part of more comprehensive scheme of repair.

What is eligible for grant assistance? Five categories of project are eligible for grant assistance from the THI if they fall within the area of need:
  • Building Repair (essential repairs to external fabric of significant historic buildings within the area)

  • Reinstatement of features (e.g. missing balustrades, return to sash and case windows, or shopfront improvements to traditional patterns),

  • Bringing vacant historic floorspace back into use (e.g. re-use or conversion of floors above shops as housing),

  • Gap Sites (where for example the external quality of new infill development may be enhanced),

  • Public Realm (e.g. repair and re-instatement of footpaths, removal of redundant street furniture),

In all the above applicants for grant aid will be expected to have already applied to any other appropriate grant sources and have confirmed their own capital contribution. They will be approaching the THI for partnership funding to meet an element still remaining - the conservation deficit. This will normally be based on the difference between works to a suitably high standard and the before and after value of the property.

Grant applications for works which have already taken place will not be considered. Relevant planning and conservation consents will require to be in place before applications can be formally processed.

Grants of 90% can be offered specifically for assistance in the above works.
